When the feet are soaked in a concentrated salt solution,the concentration of salt outside the skin is higher than that inside the tissues. Through the process of $osmosis$,water molecules move from the region of higher water concentration (the swollen tissues) to the region of lower water concentration (the salt solution) across the semi-permeable membrane of the skin.
